”Processen måste ändras när IMF väljer ny chef”

Internationella valutafonden, IMF, gör helt rätt i att inte låta måndagens dom för försumlighet mot chefen Christine Lagarde påverka förtroendet för hennes ledarskap. Det skriver Bloombergs Mohamed A El-Erian, som anser att hon ”gjort ett bra jobb i sin roll som chef för en av världens viktigaste multilaterala institutioner”. Men det finns vissa åtgärder som IMF bör vidta när det kommer till hur chefen väljs ut, skriver han. Lagarde är nämligen den tredje IMF-chefen i raden, efter företrädarna Rodrigo Rato och Dominique Strauss-Kahn, som varit i juridiskt blåsväder. El-Erian konstaterar att cheferna började hamna i klammeri med rättvisan i samma veva som teknokraterna ersattes av politiker på fondens toppost – en post som fortfarande är reserverad för europeiska medborgare.

Därför bör fonden ta tillfället i akt att förändra processen när nästa chef ska utses, skriver han: ”I korthet är processen omodern, partisk och saknar legitimitet och transparens.”

Christine Madeleine Odette Lagarde (French: [kʁistin madlɛn ɔdɛt laɡaʁd]; née Lallouette, IPA: [laluɛt]; born 1 January 1956) is a French lawyer and politician who has been the Managing Director (MD) of the International Monetary Fund (IMF) since 5 July 2011. Previously, she held various ministerial posts in the French government: she was Minister of Economic Affairs, Finance and Employment, Minister of Agriculture and Fishing and Minister of Trade in the government of Dominique de Villepin. Lagarde was the first woman to become finance minister of a G8 economy and is the first woman to head the IMF. A noted anti-trust and labour lawyer, Lagarde was the first female chairwoman of the international law firm Baker & McKenzie between 1999 and 2004. On 16 November 2009, the Financial Times ranked her the best Minister of Finance in the Eurozone. On 28 June 2011, she was named as the next MD of the IMF for a five-year term, starting on 5 July 2011, replacing Dominique Strauss-Kahn. Her appointment is the 11th consecutive appointment of a European to head the IMF. In 2014, Lagarde was ranked the 5th most powerful woman in the world by Forbes magazine. She was re-elected by consensus for a second five-year term, starting 5 July 2016, being the only candidate nominated for the post of managing director.

The International Monetary Fund (IMF) is an international organization headquartered in Washington, D.C., of "189 countries working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world." Formed in 1944 at the Bretton Woods Conference primarily by the ideas of Harry Dexter White and John Maynard Keynes, it came into formal existence in 1945 with 29 member countries and the goal of reconstructing the international payment system. It now plays a central role in the management of balance of payments difficulties and international financial crises. Countries contribute funds to a pool through a quota system from which countries experiencing balance of payments problems can borrow money. As of 2016, the fund had SDR 477 billion (about $668 billion). Through the fund, and other activities such as the gathering of statistics and analysis, surveillance of its members' economies and the demand for particular policies, the IMF works to improve the economies of its member countries. The organization's objectives stated in the Articles of Agreement are: to promote international monetary cooperation, international trade, high employment, exchange-rate stability, sustainable economic growth, and making resources available to member countries in financial difficulty.
