”Våg av statskupper” i Västafrika fördöms

Upproriska soldater som fängslar en president, tar kontroll över statsstyrda medier och sedan meddelar att de tagit över makten i landet. Det är ett mönster som upprepats flera gånger de senaste åren i Västafrika, skriver AP.

Det startade med kupperna i Mali 2020 och 2021, följt av en i Guinea i september 2021. Så sent som i slutet av januari i år störtades presidenten i Burkina Faso, medan män beväpnade med automatvapen försökte genomföra en statskupp i Guinea-Bissau för några dagar sedan.

Afrikanska unionen fördömde under ett toppmöte i Addis Abeba ”vågen av icke-konstitutionella maktskiften” i de västafrikanska länderna samt i Sudan, rapporterar AFP.

On 5 September 2021, President of Guinea Alpha Condé was captured by the country's armed forces in a coup d'état after gunfire in the capital, Conakry. Special forces commander Mamady Doumbouya released a broadcast on state television announcing the dissolution of the constitution and government.After several decades of authoritarian rule in Guinea, Condé was the country's first democratically elected leader. During his time in office, Guinea used its rich natural resources to improve the economy, but the bulk of the country's population has not felt its effects. In 2020, Condé changed the constitution by referendum to allow himself to secure a third term, a controversial change which spurred the 2019–2020 Guinean protests. During the last year of the second term and his third term, Condé cracked down on protests and on opposition candidates, some of whom died in prison, while the government struggled to contain price increases in basic commodities. In August 2021, in an attempt to balance the budget, Guinea announced tax hikes, slashed spending on the police and the military, and increased funding for the office of the President and National Assembly. The coup began in the morning of 5 September, when the Republic of Guinea Armed Forces surrounded Sekhoutoureah Presidential Palace and cordoned off the wider government district. After a shootout with pro-government forces, the mutineers, who appear to be led by Doumbouya, took Condé hostage, announced the dissolution of the government and its institutions, annulled the constitution, and sealed off the borders. While local politicians have not explicitly opposed or supported the coup, the takeover was met with almost universal disapproval of foreign countries, which have called for the coup to stop, for the prisoners to be released and for constitutional order to return. On 1 October 2021, Mamady Doumbouya was sworn in as the interim president.

A coup d'état was launched in Burkina Faso on 23 January 2022. Gunfire erupted in front of the presidential residence in the Burkinabé capital Ouagadougou and several military barracks around the city. Soldiers were reported to have seized control of the military base in the capital. However, the government denied there was an ongoing coup in the country. Several hours later, President Roch Marc Christian Kaboré was reported to have been detained by the soldiers at the military camp in the capital. On 24 January, the military announced on television that Kaboré had been deposed from his position as president. After the announcement, the military declared that the parliament, government and constitution had been dissolved. The coup d'état was led by military officer Paul-Henri Sandaogo Damiba.A statement from the Twitter account of Roch Marc Christian Kaboré urged dialogue and invited the opposing soldiers to lay down arms but did not address whether he was in detention. Meanwhile, soldiers were reported to have surrounded the state news station RTB. AFP News reported the president had been arrested along with other government officials. Two security officials said at the Sangoulé Lamizana barracks in the capital, "President Kaboré, the head of parliament, and the ministers are effectively in the hands of the soldiers". Military captain Sidsoré Kader Ouedraogo said the Patriotic Movement for Safeguarding and Restoration "has decided to assume its responsibilities before history." In a statement, he said soldiers were putting an end to Kaboré's presidency because of the deteriorating security situation amid the deepening Islamic insurgency and the president's inability to manage the crisis. He also said the new military leaders would work to establish a calendar "acceptable to everyone" for holding new elections, without giving further details. ECOWAS and African Union suspended Burkina Faso's membership in the aftermath of the coup. On 31 January, the military junta restored the constitution and appointed Paul-Henri Sandaogo Damiba as interim president.

The 2021 Malian coup d'état began on the night of 24 May 2021 when the Malian Army led by Vice President Assimi Goïta captured President Bah N'daw, Prime Minister Moctar Ouane and Minister of Defence Souleymane Doucouré. Assimi Goïta, the head of the junta that led the 2020 Malian coup d'état, announced that N'daw and Ouane were stripped of their powers and that new elections would be held in 2022. It is the country's third coup d'état in ten years, following the 2012 and 2020 military takeovers, with the latter having happened only nine months earlier.

On 18 August 2020, elements of the Malian Armed Forces began a mutiny. Soldiers on pick-up trucks stormed the Soundiata military base in the town of Kati, where gunfire was exchanged before weapons were distributed from the armory and senior officers arrested. Tanks and armoured vehicles were seen on the town's streets, as well as military trucks heading for the capital, Bamako. The soldiers detained several government officials including President Ibrahim Boubacar Keïta, who resigned and dissolved the government. This was the country's second coup in less than 10 years, following the 2012 coup d'état.
