Får inte tappa en röst till – då faller Trumpcare

Det kommer att krävas en ny version för att få igenom Donald Trumps sjukförsäkringsförslag i senaten, skriver Bloomberg. Majoritetsledaren Mitch McConnell har inte råd att tappa fler än de två senatorer som redan sagt att de ska rösta emot förslaget eftersom Republikanernas övertag i senaten är 52–48.

Samtidigt uppges flera moderata republikaner vilja ha flera ändringar, skriver nyhetsbyrån.

Den senaste versionen av sjukvårdsreformen som ska ersätta Obamacare och som presenterades i går ger enligt flera republikaner exempelvis för lite stöd till de fattigaste, skriver Bloomberg.

The American Health Care Act of 2017 (H.R. 1628) (renamed in the draft Senate version as the Better Care Reconciliation Act of 2017), referred to by the acronyms AHCA or BCRA, is a United States Congress bill to repeal the Patient Protection and Affordable Care Act (ACA). It is based on a plan first publicly released by House Republicans on March 6, 2017, and the first part of what its proponents say is a three-phase plan to repeal the act. The AHCA is presented as a budget reconciliation bill that is part of the 2017 federal budget process; if this status is upheld by the Senate Parliamentarian, then no Senate filibuster will be permitted and passage of the bill in the Senate will require only a simple majority of votes. It would repeal the parts of the Affordable Care Act within the scope of the federal budget, including provisions contained within the Internal Revenue Code such as the "individual mandates" (in Sec. 205), employer mandates (in Sec. 206) and various taxes (Section 201 et. seq.), and also modifications to the federal Medicaid program (in Sections 111-116 and 121). The nonpartisan Congressional Budget Office projects that the AHCA would increase the number of uninsured people by 23 million over 10 years, but would decrease the federal budget deficit by $119 billion over the same period (about 1%), mainly by cutting Medicaid coverage for lower income Americans. Both the House AHCA bill and Senate BCRA bill would cut taxes largely for wealthy Americans. If enacted, insurance premiums are projected to decrease for younger, healthier, and wealthier people, while older and poorer people would likely see their premiums increase. On May 4, 2017, the United States House of Representatives voted to pass the American Health Care Act (and thereby repeal most of the Affordable Care Act) by a narrow margin of 217 to 213, sending the bill to the Senate for deliberation. Senate Republicans approached the AHCA with an unprecedented level of secrecy; a group of 13 Republican Senators drafted the Senate's substitute version in private, raising bipartisan concerns about a lack of transparency. On June 22, 2017, the Senate Budget Committee released a discussion draft for an amended version of H.R. 1628 with the new short title of "Better Care Reconciliation Act of 2017".

The Patient Protection and Affordable Care Act, often shortened to the Affordable Care Act (ACA) and nicknamed Obamacare, is a United States federal statute enacted by the 111th United States Congress and signed into law by President Barack Obama on March 23, 2010. Under the act, hospitals and primary physicians needed to adopt their practices financially, technologically, and clinically to produce better health outcomes, lower costs, and improve their methods of distribution and accessibility. The objectives of ACA was to expand health insurance coverage and to reduce the costs of healthcare. The scheme introduced mechanisms including mandates, subsidies, and insurance exchanges. The law requires insurers to accept all applicants, cover a specific list of conditions and charge the same rates regardless of pre-existing conditions or sex. ACA has resulted in a significant reduction in the number of uninsured people, with estimates ranging from 20–24 million additional people being covered during 2016. Increases in overall healthcare spending have slowed since the law came into effect, including premiums for employer-based insurance plans. The Congressional Budget Office reported in several studies that ACA would reduce the budget deficit, and that repealing it would increase the deficit. As implementation began, first opponents, then others, and finally the president himself adopted the term "Obamacare" to refer to ACA. The law and its implementation faced challenges in Congress and federal courts, and from some state governments, conservative advocacy groups, labor unions, and small business organizations. The United States Supreme Court upheld the constitutionality of the ACA's individual mandate as an exercise of Congress's taxing power, found that states cannot be forced to participate in the ACA's Medicaid expansion, and found that the law's subsidies to help individuals pay for health insurance are available in all states, not just in those that have set up state exchanges. Together with the Health Care and Education Reconciliation Act amendment, it represents the U.S. healthcare system's most significant regulatory overhaul and expansion of coverage since the passage of Medicare and Medicaid in 1965.
